How do you pronounce ฑ?

Its name is tor mon-toh. At the start of a syllable ฑ sounds like English t. It sounds the same at the end of a syllable. Play its name above to hear it, and Mooteach's alphabet reference plays every letter's name in a male and a female voice.

How does ฑ affect the tone?

ฑ is a low-class consonant. With no tone mark, a syllable that starts with it has a mid tone when it is live (it ends in a long vowel or in an m, n, ng, w or y sound). When it is dead, the tone is high after a short vowel and falling after a long one. With the first tone mark the tone is falling, with the second it is high. How Thai tones work has the full rules.
